Rules and Regulations

The Madison Community Pool (“MCP”) is owned and operated by the Borough of Madison. The Pool is committed to providing a safe, welcoming, and inclusive environment for all members, guests, and staff. 

    • Member and Guest Conduct. All persons entering the MCP facility are expected to conduct themselves in a respectful and responsible manner and to comply with all posted rules, staff instructions, and applicable Borough policies. 

    • Compliance with Borough Regulations and Code of Conduct. Everyone attending MCP shall comply with the Madison Community Pool Regulations, Borough Code § 137-8.1., and this Code of Conduct. Failure to comply with the Borough Regulations and/or this Code of Conduct may result in temporary ban, revocation of membership or other penalty, as described herein. Compliance with the Borough Regulations and this Code of Conduct ensures a safe, welcoming, and enjoyable environment for all members of the MCP community. 

    • Reporting. MCP staff and lifeguards are required to report all potential Code of Conduct violations to the on duty pool manager as soon as possible and no later than 48 hours after the incident. The contracted Pool Manager will report and collaborate with Borough Administration regarding valid incidents. 

    • Signage. Signs referencing the Borough Regulations and the Code of Conduct are placed in plain view at the MCP facility. 

    • All members and guests must: 

      • Treat others with respect and courtesy. 

      • Comply with posted rules and follow safety instructions from lifeguards and staff. 

      • Refrain from vulgar, abusive, threatening, discriminatory, or harassing language or conduct. 

      • Avoid behavior that is aggressive, disruptive, detrimental to others, or unsafe. 

    • The Madison Community Pool maintains a zero-tolerance policy for harassment, discrimination, bullying, or intimidation based on race, color, religion, sex, national origin, age, disability, sexual orientation, gender identity, or any other protected status. 

  • All users of the facility and its equipment will be required to have an active membership in good standing or be accompanied by a member and purchase a guest pass to gain entrance. 

    • Children under ten (10) years of age must be accompanied and actively supervised by a responsible adult at all times. 

    • Minor children are defined as children ages 10 – 13. For the 2026 season, parents or guardians may sign a waiver permitting their children ages 10–13 to visit the pool without a supervising adult if the child has successfully passed the Deep Water Test; however, parental presence is strongly encouraged. Note, for 2027 season, the minimum age will increase to 11 years old and for 2028 the minimum age will increase to 12 years old. A supervising adult must be present with a minor child guest, of any age, at all times while on pool property. 

    • Parents or guardians remain responsible for the conduct and safety of all minor children under their care while on pool property, even when parents are not accompanying them. If issues arise, The Madison Community Pool reserves the right to require that minor children, of any age, be supervised by an adult.  

    • Lifeguards and staff have final authority regarding swim eligibility and safety determinations. 

    • Deep Water Areas 

      • Swimmers who have not passed the Deep Water Test are restricted to designated shallow areas and must be directly supervised by a responsible adult. They are not allowed to use the smaller slides unless a parent or guardian is in the pool at the base of the slide or on the side of the pool and seen by the guard. 

      • All swimmers under the age of fourteen (14) must pass the Deep Water Test to access deep water areas, including the dive well. 

      • Deep water wristbands/bracelets are issued only to swimmers who have successfully completed the Deep Water Test. Wristbands are non-transferable and may not be shared, exchanged, or worn by anyone who has not passed the test. 

      • Any misuse, sharing, or unauthorized possession of a deep water wristband may result in loss of deep water privileges and/or further disciplinary action, pursuant to Article 16 hereafter. 

      • Replacement wristbands for lost or misplaced bands may incur a replacement fee. 

    • No Person in the Pool Facility shall: 

      • Engage in conduct which endangers the safety and comfort of others shall be prohibited, including but not limited to: Profanity, rough housing, running, rough play, unsafe diving, or any conduct that endangers others is prohibited. 

      • Enter the water unless lifeguards are on duty and actively monitoring the pool. 

      • Willfully mark, disfigure, damage, or remove any items of the property or equipment belonging to the pool area, or any signs or notices. 

      • Fail to cooperate in maintaining restrooms and washrooms in a neat and sanitary condition. 

      • Dispose of litter, paper, or debris except in designated trash receptacles. 

      • Consume food or beverages except within designated areas. 

      • Park vehicles except in designated places. 

      • Park or deposit bicycles except in bicycle stalls. 

      • Enter any pool offices or equipment building without authorization. 

      • Disobey any posted signs or notices. 

    • Members and guests must follow all lifeguard and staff instructions at all times. 

    • Any person exhibiting erratic behavior or appearing to be under the influence of alcohol or controlled substances may be denied entry or removed from the facility. 

    • Alcohol is prohibited within the pool facility unless expressly permitted by the Borough for a sanctioned event. 

    • Smoking, vaping, and the use of tobacco or cannabis products are prohibited within the pool grounds in accordance with Borough ordinance and state law. 

    • The use of flotation devices, including swim vests, arm floaties, puddle jumpers, inner tubes, and similar personal flotation aids, is prohibited during regular operating hours. Exceptions may be made only during designated Borough-sanctioned special events (e.g., Moonlight Swims, Pre-Teen Parties). Swim training equipment (e.g., kickboards, pull buoys) may be used in designated lap lanes during lap swim hours only. 

    • Water guns, water balloons, and similar devices are not permitted within the pool facility. 

    • No animals, except for service animals, shall be permitted in the pool facility, bathrooms, dressing rooms or other parts of the enclosure. 

    • Compliance with all applicable local, State and Federal health and safety guidelines, standards, and requirements is mandatory and shall be enforced by lifeguards and staff. 

    • All individuals use the pool facility at their own risk. The Borough of Madison is not responsible for accidents, injuries, loss, theft, or damage to personal property. 

    • The pool does not provide lockers or secure storage. Members and guests are responsible for safeguarding their personal belongings. 

  • Glass containers and other breakable items are prohibited within the pool grounds to prevent injury and contamination hazards. 

    • All patrons must use restroom facilities for toileting purposes. 

    • Children under the age of three (3) or who are not fully toilet trained must wear approved swim diapers and are restricted to the Baby Pool unless otherwise permitted by staff. 

    • Any contamination incident may result in temporary pool closure in accordance with public health regulations. 

    • Members and guests must treat all staff and fellow patrons with respect. 

    • Members and guests are financially responsible for damage to pool property resulting from misuse, negligence, or intentional conduct. 

    • Photography and video recording must respect the privacy of others. Recording in restrooms, changing areas, or in any manner that violates personal privacy is strictly prohibited and may result in removal and referral to law enforcement. 

    • The Madison Community Pool and the Borough of Madison may photograph or record activities and events occurring in public areas of the facility for promotional, informational, or archival purposes. By entering the facility, members and guests acknowledge that photography and video recording may occur and grant the Borough of Madison the right to use such images or recordings, without compensation, for lawful municipal purposes including but not limited to marketing materials, social media, websites, publications, and other communications. 

    • Members with specific concerns regarding photography are encouraged to contact pool management. 

    • Wireless internet access may be provided as a convenience to members and guests. 

    • Use of the Pool’s Wi-Fi network must be lawful, respectful, and consistent with the family-friendly environment of the facility. The following are expressly prohibited: 

      • Accessing, transmitting, or displaying obscene, explicit, illegal, or otherwise inappropriate content. 

      • Engaging in any unlawful activity. 

      • Engaging in harassing, threatening, or disruptive online behavior. 

      • Engaging in activities that interfere with network performance or the experience of other users. 

    • The Borough of Madison reserves the right to restrict or terminate Wi-Fi access at any time for misuse or behavior inconsistent with this Code of Conduct. 

    • Wi-Fi access is provided as a public convenience and is used at the user’s own risk. 

    • The Madison Community Pool is a shared recreational environment. Personal music or audio devices must be used in a manner that does not disturb or interfere with the comfort of other patrons. 

      • Explicit, vulgar, or offensive music is prohibited. 

      • Speakers may not be used at a volume that disrupts the surrounding area and must remain in grass areas away from the pool deck. 

      • Pool management or lifeguards may require any member or guest to lower the volume or discontinue use of personal audio devices at any time. 

    • Failure to comply may result in disciplinary action, pursuant to Article 16 hereafter.  

    • Outside food and non-alcoholic beverages are permitted within the Madison Community Pool facility. 

    • Members and guests are encouraged to support the on-site snack bar, which offers a variety of pool-appropriate food and beverage options for purchase. 

    • The following restrictions apply: 

      • No glass containers or breakable items are permitted. 

      • Alcoholic beverages are prohibited unless expressly authorized for a Borough-sanctioned event. 

      • Food and beverages must be consumed in designated areas and disposed of properly. 

    • Pool management reserves the right to restrict outside food in connection with special events or operational needs.

    • In the event of an emergency, all patrons must follow staff instructions immediately. 

    • If a long whistle or air horn is sounded, all swimmers must exit the pool and surrounding deck area promptly. 

    • Emergency exits and procedures are posted throughout the facility. 

    • Outdoor bathing shall be prohibited during electrical storms. If at any time the pool management deems it unsafe due to weather conditions, etc., for bathers to swim, they will order the pool closed to all individuals. 

  • Members and guests are encouraged to report unsafe behavior, rule violations, or maintenance concerns to pool staff or management promptly.

    • Membership rates for the Madison Community Pool are reviewed and approved annually by the Borough Council. Rates may include early bird registration periods, general registration, and in-season pricing, as determined by the Borough. 

    • Membership fees may be adjusted in accordance with applicable Borough ordinances, including but not limited to Ordinance 8-2026. 

    • All memberships are non-refundable and non-transferable. 

    • Membership assistance may be available on a case-by-case basis, subject to eligibility criteria and administrative review.

  • Any and all allegations, claims, penalties or charges regarding violations of any rule or regulation established under the Borough Regulations, including but not limited to violations of the Code of Conduct, shall conform to the requirements of Borough Code § 137-9.1. The appeals process shall further be controlled by the requirements of Borough Code § 137-9.1.

  • The Borough of Madison reserves the right to amend, revise, or supplement this Code of Conduct from time to time. The Borough of Madison reserves the right to establish additional policies and procedures as they determine in their absolute discretion. Updated versions will be made available to all members and posted on the official Madison Community Pool website.
